Assistant Manager, Finance/Governance

Job Overview

  • The Assistant Manager – Finance/Governance supports the foundation’s financial integrity and governance effectiveness. This dual-function role ensures strong financial management, compliance with internal and external regulations, and upholding of governance standards aligned with RLAF’s mission and values.

Key Responsibilities

Finance

  • Overseeing the service provider in maintaining day-to-day financial records including bookkeeping, bank reconciliations, and payment processing.
  • Prepare accurate monthly, quarterly and management reports for management and the Board of Trustees
  • Preparation of Annual Financial statements
  • Monitor project and program budgets; provide variance analysis and insights to management.
  • Ensure adherence to RLAF’s financial procedures and relevant statutory and regulatory obligations.
  • Manage the annual external audit process, including coordinating with auditors and preparing required documentation.
  • Manage internal audit where necessary.
  • Ensure donor funds are managed responsibly and prepare financial reports for funders and partners.

Governance

  • Maintain and update key governance documents such as policies, terms of reference, and statutory filings.
  • Ensure compliance with regulatory bodies such as ACRA, Commissioner of Charities, and other legal requirements for IPC/charity status.
  • Support risk management activities including maintenance of the risk register and assisting in policy reviews.

Qualifications 

  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field.
  • Professional qualification (or in progress) such as ACCA, CA, CPA, or equivalent is preferred.
  • Minimum 3–4 years of experience in a finance, governance, or audit role; NGO or non-profit experience is highly desirable.
  • Familiarity with the Singapore Charity Governance Code and relevant legislation (e.g. Charities Act, Companies Act) is advantageous.
  • Experience working with accounting software (e.g., QuickBooks, Xero) and Microsoft Office Suite.
